Report the loss
Passport Seva says the loss of a passport should be reported at once to the police station and, if you are abroad, to the Indian mission 1.
India does not issue duplicate passports. You get a new passport with a different number, and you apply under the Re-issue category, giving loss or damage as the reason 1.
Documents for a replacement
Passport Seva lists these documents for reissue after a loss 1:
- Proof of present address and proof of date of birth
- Annexure F, an affidavit on how and where the passport was lost
- The police report in original
- Self-attested copies of the first two and last two pages of the old passport, if you have them
- The original Emergency Certificate, if you returned to India on one
Fees from 1 July 2026
Passport Seva says passport application fees were revised with effect from 1 July 2026 and asks applicants to check the revised fee before paying 2. Its online fee calculator did not show amounts when we checked.
PTI and Business Today reported the new fees from the Passports (Amendment) Rules, 2026. PTI said the notification was dated 20 June 2026 3,4. Treat these press figures as a guide and confirm the amount on Passport Seva before you pay.

If you are abroad
Report the loss to the nearest police station and to the Indian mission. You can apply for a reissue abroad if needed. For urgent travel to India, missions usually issue an Emergency Certificate 1.
The Embassy of India in Washington says the Emergency Certificate is a one-way travel document. Indian nationality must be confirmed first. It needs a self-attested copy of a police report that names you and refers to the lost passport 5. The fee there is US$15 plus a US$2 Indian Community Welfare Fund fee, and the certificate is issued within ten working days if details are confirmed 5.
Fees differ by country. The Embassy of India in Bern charges CHF 23 (CHF 14 for the certificate and CHF 9 for an affidavit signed before a consular officer). It asks for a police report, four photos, a copy of the lost passport if possible, and flight details to India 6.
What happens to the old passport
A lost passport is replaced with a new passport carrying a new number, not a copy of the old one 1. If you used an Emergency Certificate to return, you hand in the original when you apply for the new passport 1.
